Per Microsoft lifecycle policies, Windows 8 has been unsupported since 2016. Updates to apps published on the store after July 1, 2019, are not available to Windows 8 RTM users. Microsoft has confirmed that Android apps will not be available on Windows 11 at launch, but with the work ongoing, it will presumably not take too long after.
